A multi-stage cluster household survey paired with a national health facility readiness module, commissioned by a national ministry of health and a multilateral co-financing partner in Tanzania. The survey is informing the next planning cycle for primary health care, MNCH and HMIS investment.
Sampling drew a PPS multi-stage frame from national census enumeration areas: 360 primary sampling units in stage one and 20 households per unit in stage two, yielding roughly 7,200 completed interviews. A separate facility sample of 480 facilities was stratified by level and ownership.
Instruments were adapted from DHS and MICS modules and from WHO SARA and HHFA, cognitively tested in three regions and back-translated across Swahili and English. Fieldwork ran on skip-logic instruments with geo-tagging, audio audit and server side relational checks, daily high frequency checks, and a back-check sample above ten percent. National ethics review board clearance was secured ahead of fielding.
Findings are feeding the ministry's medium term health strategy and the next round of donor co-financed MNCH planning.
