Evidence that holds up.
Decisions that move forward.
Broadline is an independent research and evaluation firm working from Mogadishu, Dar es Salaam and Nairobi — for governments, donors, multilateral agencies and operating partners across East and the Horn of Africa.

A reference firm for evidence, evaluation and digital solutions.
Since 2014, Broadline has delivered evidence-based services to governments, development partners, multilateral institutions and humanitarian pooled funds operating in challenging and data-scarce environments — under one accountable team of senior researchers.
Our practice sits at the intersection of survey science, evaluation methodology and applied data engineering — held under one roof so clients move from research question to validated data to a documented evidence base without managing fragmented timelines.

A national-scale household and facility readiness survey, instrumented end to end.
Multi-stage cluster sample drawn from national census enumeration areas, paired with a SARA / HHFA-aligned health-facility readiness module. Broadline designed the sample, fielded the instrument and built the supervision platform behind it — giving the ministry real-time visibility on data quality, enumerator performance and field logistics from training through final tabulation.
Read the case studyWhere we have active depth.
Eight sectors of active engagement, with health called out as our lead sector — concentrated in Tanzania and Kenya. Each sector is anchored in the indicator frameworks, sampling traditions and standards in use across donor and government programming.
Resident in three markets, partnered across the region.
Tanzania, Kenya and Somalia are the three markets we are resident in — registered offices, local staff, established enumerator networks. Beyond these three, we deliver through a partner network in Ethiopia and Rwanda.
A decade of practice, quantified.
Twelve years operating across East and the Horn of Africa, eighty-plus engagements delivered, and a resident presence in three markets — anchored by senior, named accountability on every assignment.

What clients can expect from a Broadline engagement is a defensible study, run in the field, with clean data, replicable code and a written report that an external evaluator could audit.
