A research and evaluation firm across East & the Horn of Africa.
Established in 2014. We operate from Mogadishu, Dar es Salaam and Nairobi, with a partner network in Ethiopia and Rwanda. Our clients are governments, donors, multilateral agencies and operating partners.

A decade of evidence work in East and the Horn of Africa.
Broadline is a research, monitoring and evaluation firm. We design and deliver national-scale surveys, OECD-DAC aligned evaluations, third-party monitoring of multilateral and donor-financed programmes, multi-sector needs assessments, and the analytical services that put primary data in front of the people who have to make decisions.
Over more than a decade, we have built the firm around a small set of commitments. Senior-led delivery on every engagement. Methods chosen to fit the question rather than the firm. Sampling frames, instruments, analytical code and protocols documented and shared with the contracting client. Field plans that account for security mapping, language coverage, respondent burden and refusal management before the first enumerator is trained.
Our clients are ministries, multilateral and UN agencies, bilateral donors, international NGOs and pooled humanitarian funds. Tanzania, Kenya and Somalia are the markets we are resident in. Ethiopia and Rwanda are partner markets we deliver into.
What clients can expect from a Broadline engagement is a defensible study, run in the field, with clean data, replicable code and a written report that an external evaluator could audit.
What we stand for, under one frame.
We measure success by whether our work changes a programme design, a budget allocation, a policy instrument or an investment thesis — not by the volume of deliverables produced.
Evidence in service of public decisions.
Broadline exists to lift the quality of evidence available to decision-makers in East and the Horn of Africa — for ministries, donors, UN agencies and operators in challenging contexts. Where evidence is the difference between a programme that hits its beneficiaries and one that misses them, we want our work to be in the room.
Defensible data, end to end.
We design and deliver surveys, evaluations, monitoring and assessments that are technically defensible from the sample frame to the final report — built on senior leadership, field-realistic protocols and open documentation. The standard is a study an external evaluator could audit and a code repository a successor analyst could replicate.
A senior-led model — by design.
Every engagement is owned by a named principal with direct accountability for technical quality and client communication. Methods fit the question, not the firm. Sampling frames, instruments, code and protocols are documented and shared.
Senior-led engagements
A named principal is on every assignment, accountable from kick-off through final handover. Field decisions, data calls and client communication run through a single point of responsibility.
Methodological discipline
Methods fit the question. Mixed-method designs are the default rather than the exception, and every choice is documented in the inception report.
Transparent process
Sampling frames, instruments, analytical code and protocols are shared with clients on request. Analytical decisions are traceable end-to-end.
Field realism
Designs account for the actual conditions of delivery — security, access, logistics, language and respondent burden — before a single enumerator is recruited.
Capacity that stays
Engagements are structured to leave the contracting institution stronger — through training, joint analysis and tools that remain after we leave.
Twelve years on, still learning the field.
The firm's operating story across East and the Horn of Africa — markers along the way.
A nine-stage pipeline, documented end to end.
Every engagement runs the same documented pipeline. Each stage has a written sign-off, a quality-assurance gate, and a named owner — the audit trail behind every deliverable.
A field-tested toolchain — offline-first, secure by default.
Open-source where it matters, proprietary only where the ecosystem demands it. The whole stack is designed so a client can take a hand-over pack and continue operating after we leave.
A senior-led firm — named accountability.
A named principal is accountable for every engagement, end to end. CVs of individual practitioners and engagement-specific staffing tables are provided as part of any formal proposal. (Names below other than the founder are placeholder titles for senior roles; CVs available on engagement.)
Registered, audited, accountable.
Broadline operates as a registered entity in each of its three resident markets. Specific certificates are not reproduced on this site; they are provided as part of any formal proposal or pre-qualification submission.
