A decade of evidence work in East and the Horn of Africa.

Broadline is a research, monitoring and evaluation firm. We design and deliver national-scale surveys, OECD-DAC aligned evaluations, third-party monitoring of multilateral and donor-financed programmes, multi-sector needs assessments, and the analytical services that put primary data in front of the people who have to make decisions.

Over more than a decade, we have built the firm around a small set of commitments. Senior-led delivery on every engagement. Methods chosen to fit the question rather than the firm. Sampling frames, instruments, analytical code and protocols documented and shared with the contracting client. Field plans that account for security mapping, language coverage, respondent burden and refusal management before the first enumerator is trained.

Our clients are ministries, multilateral and UN agencies, bilateral donors, international NGOs and pooled humanitarian funds. Tanzania, Kenya and Somalia are the markets we are resident in. Ethiopia and Rwanda are partner markets we deliver into.

What clients can expect from a Broadline engagement is a defensible study, run in the field, with clean data, replicable code and a written report that an external evaluator could audit.

Broadline exists to lift the quality of evidence available to decision-makers in East and the Horn of Africa — for ministries, donors, UN agencies and operators in challenging contexts. Where evidence is the difference between a programme that hits its beneficiaries and one that misses them, we want our work to be in the room.

Mission

Defensible data, end to end.

We design and deliver surveys, evaluations, monitoring and assessments that are technically defensible from the sample frame to the final report — built on senior leadership, field-realistic protocols and open documentation. The standard is a study an external evaluator could audit and a code repository a successor analyst could replicate.
